John Kennedy, R-La., has introduced the Withhold Member Pay During Shutdowns Act, which would cut the annual pay of all members of Congress by the number of days spent in a shutdown. Sen. Lindsey Graham, R-S.C., has put forward a similar constitutional amendment where lawmakers would receive no pay during the shutdown, and the forfeited money instead would go to the Treasury to help reduce the national debt.
