House committee approves legislation overhauling village dissolution

The House State and Local Government Committee passed legislation joint sponsored by State Representatives Jean Schmidt (R-Loveland) and Adam Bird (R-New Richmond) overhauling the dissolution process for Ohio villages.
 
The proposed legislation aims to simplify the process for concluding the operations of a dissolved village. It introduces key changes by requiring the establishment of a Transition Supervisory Board responsible for managing multiple aspects of the transition. This includes tasks such as tax collection, debt resolution, property distribution, continuity of utility services, handling public records requests and more.

The legislation would also mandate former village officials to assist the Board, leveraging their expertise. Additionally, a receiver-trustee must be appointed to provide further support to the Board in its duties.
 
“I am glad to see this legislation moving forward,” Schmidt said.  “As we have seen in the past, village dissolution can be messy and harmful to the residents of the dissolving village. This bill seeks to simplify that process and make it more clear what must happen if a village decides to dissolve voluntarily.”
 
“House Bill 101 does not seek to make it easier or harder to dissolve a village,” Bird said. “The bill seeks to bring clarity to the Ohio Revised Code on how to dissolve a village. The painfully slow and expensive process that Clermont County experienced with Amelia should not be repeated in other places in Ohio.”
 
House Bill 101 now heads to the House floor for further consideration.
 
State Rep. Schmidt is currently serving her second term as State Representative for the 62nd Ohio House District, which encompasses the northwestern portion of Clermont County.

State Rep. Bird is currently serving his second term as State Representative for the 63rd Ohio house district, which includes northeastern and southeastern portions of Clermont County and the western portion of Brown County.
