SCIP funding cycle
deadline application Oct. 5
The State Capital Improvement Program (SCIP), better known as the State
Issue 1 Program, the Small Governments Capital Improvement Program and the Local Transportation Improvement Program (LTIP) are beginning their Round 27 funding cycles. Through these programs, financial assistance for public infrastructure projects is available to subdivisions in District 15, which
includes the following southern Ohio counties: Adams, Brown, Fayette,
Gallia, Highland, Jackson, Lawrence, Pike, Ross, Scioto and Vinton.
Counties, cities, villages, townships and certain special water and
sewer districts may submit applications for funding. Eligible projects
include the construction, repair or replacement of roads, bridges and
culverts, along with water, wastewater and storm water systems. Financial
assistance is available in the form of grants, no-interest loans and loan
assistance (payment of interest on loans from other funding sources for a
two-year period). The programs are competitive, as projects compete for
funding with each other for a set allocation of funds. Each project is
scored using an objective rating system, and funds are awarded on the basis
of those scores.
The deadline to submit completed applications to the respective county
is Oct. 5. For more information on the programs, contact your county

Festival of the Bells
throws still available
The Festival of the Bells committee has announced that the festival’s
keepsake throw rugs with an image of the former Hillsboro Town Hall building
are still available.
The old town hall was located on South High Street at the West Walnut
Street intersection. The building was in city service from 1875-1949. This
is the same building featured on this year’s Festival of the Bells painting
by area artist Stacia Burke.
The throws, produced by Mill Street Design of Bridgeport, Pa., are $50

meets on Tuesdays
The Celebrate Victory Recovery Program meets every Tuesday night at 7
p.m. at ReaLife Church, located at 230 W. South St., Hillsboro.
Alzheimer’s Support
Group meetings
The Alzheimer’s Association of Greater Cincinnati will sponsor a
Highland County Alzheimer’s/Dementia Family Caregiver Support Group on the
third Monday of each month from 5-6:30 p.m. at Highland District Hospital.

The Hillsboro Eagles host bingo on Thursday nights. Doors open at 5:30
p.m., and games start at 7 p.m.
AA meetings in Rainsboro
The Rocky Fork Lake/Rainsboro area has a new meeting of AA at Rainsboro
United Methodist Church, Saturdays from 10-11 a.m. In addition, there will
be Al-Anon support meetings Saturdays at the church.
House of Prayer

The Highland County House of Prayer, Inc. will hold monthly board
meetings on the last Wednesday of each month. The meetings will take place

The Highland County Republican Central Committee will meet on the fourth

Effective August 2012, the Highland County Veterans Service Commission
will be holding its public meetings on the first Monday of every month at 5
p.m., beginning Aug. 6 until further notice.

Due to the upcoming Labor Day holiday, the Highland County Veterans
Service Commission will be meeting on Monday, Sept. 10 at 5 p.m. in the
Highland County Veterans Service Office at 135 N. High Street in Hillsboro.

in-office absentee voting for the Nov. 6 general election:

• 8 a.m. to 9 p.m., Tuesday, Oct. 9
• 8 a.m. to 5 p.m., Wednesday through Friday, Oct. 10-12
• 8 a.m. to 5 p.m., Monday through Friday, Oct. 15-19
• 8 a.m. to 7 p.m., Monday through Friday, Oct. 22-26
• 8 a.m. to 7 p.m., Monday through Thursday, Oct. 29 through Nov. 1

New Life Ministries
car, bike show Sept. 22
New Life Ministries will hold their annual car and bike show and poker run
on Sept. 22 (rain date Sept. 29) from 9 a.m.-2 p.m. The church is located at
6101 S.R. 247, Hillsboro. There will be food, music, games, a silent
auction, gift bags and door prizes. The top 25 entries will be given awards.

The Hillsboro High School class of 1962 will hold their 50th reunion on

Celebration of Life
Oct. 6 at SSCC
The Southern Ohio Pregnancy Center will hold a Celebration of Life Event
on Saturday, Oct. 6 at the Southern State Community College track, located
at 100 Hobart Dr. in Hillsboro, beginning at 9 a.m. The morning will be
filled with carnival fun, including face-painting, popcorn, peanuts, cotton
candy and more. The event is for walkers of all ages, “trikers” (ages 2-6),
and “bikers” (motorcycle riders). Their fundraising goal is $20,000. Those
who cannot participate in person may donate money to be a “virtual
participant.”

Haunted Hills seeks
‘scare squad’ members
It’s hard to realize that fall is almost upon us, and fall means it’s
almost time for the Haunted Hills at Magic Waters. Magic Waters is
working to make this year’s Haunted Hills the best ever. However, in order
to do that, they must assemble the best scare squad. Young people (and not
so young) who are interested in working in the Haunted Hills need to know
about the informational meeting for workers which will be Sept. 9 at 5p.m.
at 7757 Cave Road.
This year’s Haunted Hills will happen each Friday, Saturday and Sunday
from Sept. 28 through Oct. 28.

Hunter Education Course
The Highland County Coon Hunters Club and the Ohio Division of Wildlife
are sponsoring a Hunter Education Course on Sept. 19, 20 and 23 at the Coon
Hunters Clubhouse on Carper Lane. The times are 6-9 p.m. on the 19th and 20
and 1-5 p.m. on the 23rd. Students age 10 and under must attend with an
adult. The course covers not only gun safety, but also firearms, ammunition,
hunter ethics, first aid, archery, field care of game, habitat and many
other subjects essential to being a hunter and outdoorsman.
The course ends with a 100-question test which must be passed with a
score of 80% or better.
There is no fee for the course and students must attend all three
sessions. Pre-registration is required by logging on to the ODNR Division of
Wildlife website and click on Hunter Education, or call 1-800-WILDLIFE.

The September of meet of PERI will be held Sept. 13 at 10 a.m. at the

Penn Township School Reunion
The Penn Township School (Samantha) Reunion will be held Sunday, Sept. 16 at Samantha Friends Church at the corner of Route 62 and Fall Creek Road. A carry-in basket dinner will be held at 12:30 p.m. Anyone who attended Penn Local School is welcome.
