October is Domestic Violence Awareness Month

The Highland County Board of Commissioners proclaimed October as Domestic Violence Awareness Month in Highland County during their Wednesday, Sept. 28 board meeting.
Commissioners Shane Wilkin, Tom Horst and Jeff Duncan presented the proclamation to Alternatives to Violence Center Director Julie Brassel and board members.
Brassel updated commissioners on the center's annual summary of services, funding sources and the proposed 2017 budget. Brassel said this year's Ladders Campaign for Domestic Violence Awareness Month will be Oct. 3-14. This year's Trivia Night fundraiser will be Oct. 7.
After Brassel's presentation, commissioners voted, 3-0, to continue fees from marriage licenses as a source of funding.

• Wilkin announced that at last week's Ohio Valley Regional Development Commission (OVRDC) meeting, Southern Ohio Agricultural & Community Development Foundation Executive Director Don Branson received the Leadership Award for efforts related to the South Central Ohio Community Development program.
"Don has been very instrumental in local projects, including PAS Technologies and Corvac Composites," Wilkin said, "by helping us invest in local companies. We congratulate Don on this."
The Ohio Valley Regional Development Commission is a public regional planning commission established by agreement among its members pursuant to Section 713.21 of the Ohio Revised Code. Acting in the capacity of a regional economic and community development agency, OVRDC coordinates federal, state and local resources to encourage development in 12 southern Ohio counties: Adams, Brown, Clermont, Fayette, Gallia, Highland, Jackson, Lawrence, Pike, Ross, Scioto and Vinton.

Commissioners met with Greenfield City Manager Ron Coffey and former city manager Betty Bishop regarding a proposed property annex in Madison Township by Charles and Sheila Beechler.
Madison Township trustees Bill Buck, Dan Mathews and Bruce Baird submitted a letter on Sept. 23 to the commissioners in objection of the annexation.
"The basis of this objection is that the annexation of some properties breaks up services between the village and the township such as maintenance of roads, snow removal, etc.," the trustees said. None of the trustees attended the board meeting.
The property in question has a Carford Pike address but is basically on state Route 138, Coffey said.
"Snow removal and maintenance are handled by the state," Coffey said. "We (the village) would work together with the township. I don't see snow removal as a valid issue for objection."
Commissioners consulted with Highland County Prosecutor Anneka Collins prior to a motion on the annexation. Horst then moved to accept the proposed annexation. After a second by Duncan, the resolution passed by a 3-0 vote.

• Doug Wagoner of Wagoner Insurance met with the board to discuss supplemental dental insurance for county employees.
Wilkin explained that Wagoner was offering a savings to employees at no cost to the county.
Information for employees will be inserted with payroll checks and Wagoner said he would meet with department heads to explain the program.

• Wilkin reported that two Leesburg businesses, Candle-lite and The Mason Company, are anticipating hiring additional employees.
"It is my understanding that Candle-lite will be hiring 40 full-time employees in the near future ,and The Mason Company will be hiring four or five new employees."

Resolutions
In other action, commissioners approved the following resolutions, each by a 3-0 vote:
• A resolution for additional appropriation from unappropriated funds in the amount of $15,000 to Commissioners - Professional Services.
• A request from the Engineer for a modification within the Engineer budget from Laborers-Salary to Other Expense in the amount of $60,000.
• A request from the Engineer for additional appropriation from unappropriated funds to the Engineer budget, Contracts & Services, for a total amount of $10,692.25.
• A request from the Highland County Court for additional appropriation in the County Court Special Projects, Other Expense in the amount of $6,000.
• A request from the Sheriff for additional appropriation to the Sheriff Budget, Salary-Employees in the amount of $8,476.
• A request from the EMA for additional appropriation to the EMA Budget, Vehicle/Fuel Main in the amount of $2,000.
• A resolution agreeing to the appointment of Heidi Devine to serve as the public interest on the Policy Committee, RPHF SWD.
• A request from the EMA for a budget modification within the EMA from EOC Equipment Main to Other Expense in the amount of $3,000.
• A request from the Board of DD for a modification within the DD Fund in the amount of $250,000.
• A resolution for additional appropriation from unappropriated funds to Maintenance & Operations, Contracts-Services in the amount of $11,959.79.
