Many public-sector earnings don't reflect county's struggling economy

With near-record high unemployment in 2010 that peaked at more than 19 percent, and with local private-sector wages in Highland County continuing to trend below both state and national averages, The Highland County Press began collecting information on wages and salaries in the public sector for 2010.
The U.S. Census Bureau lists the per capita income for Highland County (2009) at $19,331 and the average household income at $40,138. At a recent meeting of the Highland County Board of Commissioners, Highland County Community Action Organization Executive Director Julia Wise informed the board that Highland County now has the 26th-lowest per capita income in Ohio and that it is $10,000 below the state average. The most recent labor statistics from the Ohio Department of Job and Family Services show Highland County with an unemployment rate of 14 percent.
Meanwhile, many public-sector incomes continue to increase.
The following 2010 salaries of public officials in Highland County were collected in January and February through public records requests. The salaries published here and online at www.highlandcountypress.com reflect 2010 earnings and include only those salaries of $60,000 or more. They do not include contributions to public retirement plans or medical benefits.
While many of the jobs reflected required advanced academic degrees, there are many jobs that do not. All public school districts in Highland County are represented on the list, and the public employer most represented on the list was Southern State Community College.
Labor statistics were requested from several county municipalities and organizations that did not make the list, such as the villages of Leesburg and Lynchburg, the Paint Creek Joint Fire and Ambulance District, and the city of Greenfield. None of these public entities employed anyone in 2010 earning $60,000 or more.
Salaries and wages were requested for city, county, school and college employees. Requests were not made for state or federal workers employed in Highland County or payroll records from public libraries or hospitals.
