Justice Center refinancing will save county up to $53,000

In an abbreviated Thanksgiving Eve board meeting Wednesday, Nov. 23, Highland County commissioners Shane Wilkin, Jeff Duncan and Tom Horst passed a series of resolutions, including a refinancing of the Highland County Justice Center bond that could save as much as $53,000.
Commissioners also approved a resolution to work with Cincinnati-based law firm Dinsmore for a bond of approximately $1 million with First State Bank to fund the energy efficiency upgrades to county offices.
The total cost was $1,250,086, and the board agreed to move $210,086 from capital improvement to reduce the financed amount. Those funds can only be used for capital improvement, said Highland County Auditor Bill Fawley.
The county will be refinancing the remaining balance of $1,833,300 on the Highland County Justice Center with First State Bank. The 1.9-percent interest rate will save the county between $44,000 and $53,000 after refinancing costs.
In other business, Fawley told commissioners that department heads will be getting information on changes to Workers' Compensation rules that will affect December budgeting.
"This has to be paid by the end of the year," Fawley said.
Commissioners wished everyone a happy Thanksgiving and adjourned at 9 a.m.
Resolutions
The commissioners approved the following resolutions, each by a 3-0 vote:
• A request from Common Pleas for a modification in the Common Pleas Court from Supplies to Telephone in the amount of $50.
• A modification within County from Transfers Out to SCORJDC in the amount of $10,000.
• A request from Highland County Department of Job and Family Services for a modification within the Public Assistance fund from Transfers to Travel & Expense in the amount of $5,000.
• A request from Probation for a revision to the budget within the PSI Writing Budget and a request to establish a new line item, Unspent Funds, and appropriate $565.88.
• A request from Probation to establish a new line item within Pre-Trial Supervision Account, Unspent Funds, and appropriate $839.46.
• A request from Probation to establish a new line item within the Prosecutorial Diversion Account, Unspent Funds, and appropriate $343.72.
• A request from Probation to establish a new line item in the Jail Diversion Account, Unspent Funds, and appropriate $4,854.54.
• A request from Probation to appropriate to Prosecutorial Diversion Fund, Operating Expense in the amount of $910.
• A request from Probation for a modification within Probation Services, Budget in the amount of $6,000.
• A request for additional appropriation from unappropriated funds to Capital Improvements, General in the amount of $182,722.
• A request from Veterans Services for a modification within the Veterans Services Budget.
