Greenfield man arrested on meth trafficking, possession charges

An eight-count indictment that includes first-, second- and third-degree felony drug charges against a Greenfield man was unsealed Thursday after the suspect was arrested.
According to court records, Richard Penn, 51, was indicted by a Highland County grand jury in November 2024 and charged with four counts of aggravated trafficking in methamphetamine, one first-degree felony, one second-degree and two third-degree; and four counts of aggravated possession of methamphetamine, one first-degree felony, one second-degree and two third-degree.
The charges stem from alleged incidents where Penn is alleged to have “knowingly obtained, possessed or used,” and allegedly “did knowingly sell or offer to sell,” meth in 2024. There are four different dates — May 3, May 11, June 6 and June 20 — contained in the indictment.
The amount of meth that Penn is alleged to have possessed and/or trafficked ranges from equal to or exceeding bulk amount but less than five times bulk amount; an an amount equal to or exceeding five times bulk amount but less than 50 times bulk amount; and/or an amount equal to or exceeding 50 times bulk amount but less than 100 times bulk amount.
A warrant for Penn’s arrest was filed Nov. 5, 2024. On Jan. 6, the Facebook page for the Highland County Task Force — the drug trafficking investigators working with the Prosecutor’s Office — posted a photo of Penn and offered a reward for information on his whereabouts. According to Highland County Prosecutor Anneka Collins, Penn was located and arrested Jan. 15, and as of Jan. 16, he is in jail at the Highland County Justice Center.
