Governor's proposed budget would reduce some local funding

Ohio's local governments are learning the details of funding cuts they could face under Gov. John Kasich's proposed budget.

According to a report in the Coshocton Tribune, the Ohio Department of Taxation (www.tax.ohio.gov) has released figures showing the depth of the cuts from the proposed accelerated phaseout of state reimbursements for certain taxes for Ohio's counties, cities, villages and townships.

The governor's proposal also calls for the local government fund, which provides state assistance to government entities, to be cut in half by the end of the next biennium, the Tribune said.

The Department of Taxation said the proposal could save the state $153 million in fiscal year 2012 and $155 million in fiscal year 2013.

"Phaseouts of these reimbursements will affect county governments in five areas: mental health and developmental disabilities levies, public health levies, senior service levies, children service levies and the general revenue fund and uncategorized levies," the Tribune reported.

"Statewide, counties received $287 million in reimbursements in 2010. That would decrease to $192 million in 2011 and decline steadily until it is phased out in 2024."
