Edward Lee McClain Day proclaimed in Greenfield; children services levy approved

Highland County commissioners Shane Wilkin, Tom Horst and Jeff Duncan proclaimed Sunday, July 17 as Edward Lee McClain Day in Highland County, while a similar proclamation was presented by Greenfield Village Council.
Greenfield City Manager Ron Coffey accepted the proclamation and thanked commissioners at the July 13 board meeting.
The proclamation reads:
Whereas, Education is a crucial component of sound citizenship; and,
Whereas, Edward Lee McClain recognized this and contributed greatly to local Education more than 100 years ago; and,
Whereas, Edward Lee McClain High School welcomed its first students in September 1915 with Frank Raymond Harris serving as Principal; and,
Whereas, Edward Lee McClain High School today is designated as an Ohio Historical Society Landmark; and,
Whereas, Education remains as vital today to our young citizens and future leaders as it was in 1915; and,
Whereas, Edward Lee McClain High School is beginning its second century of providing a quality Education for the Greenfield Exempted Village School District students;
Therefore, BE IT RESOLVED that The Greenfield Village Council and The Highland County Board of Commissioners do hereby proclaim Sunday, July 17, 2016 as Edward Lee McClain Day in The Village of Greenfield and The County of Highland, and we encourage all citizens to recognize this man’s lasting contribution to local Education.

• Prior to the proclamation, commissioners voted, 3-0, to place a new 1.9-mill tax levy for children services on the November 2016 ballot.
Commissioners, Auditor Bill Fawley, Prosecutor Anneka Collins and JFS Director Katie Adams discussed the issue at length during a special commissioners' meeting on July 12. No action was taken on July 12; however, after a motion by Horst and a second by Duncan, the measure passed, 3-0, on Wednesday, July 13.
"At no point in this discussion did you look at cutting children services, and I commend you for that," Fawley told the board. "That is good."
"It is our obligation to the children in care," Horst replied. "It falls back on us. Katie has done an excellent job in cutting expenses."
"There is no place to find additional money in the budget," Fawley said.
"It's not a popular option, but it's the only option I see that we have," Duncan said.
Prior to the vote, Wilkin asked everyone in attendance – including two city officials and two candidates for county commissioner – at the July 13 meeting for any comments, for or against the levy. There were no comments.
The five-year levy will be placed on the 2016 general election ballot on Nov. 8.

Resolutions
In other action, commissioners approved the following resolutions, each by a 2-0 vote, as Wilkin left the meeting early for economic development meetings in the industrial parks in Leesburg and Greenfield.
• A resolution authorizing a contractual agreement for the FY15 CDBG project of South East Street - Flood & Drainage Improvements in Hillsboro to Distel Construction.
• A resolution authorizing a contractual agreement for the FY15 CDBG project of South High Street - Street Improvements in Hillsboro to Distel Construction.
• A request from Highland County Department of Job and Family Services for additional appropriation from unappropriated funds to Children Service Fund in the amount of $509,581.51 and a request to appropriate line items within the Children Service Fund.
• A resolution for additional appropriation from unappropriated funds to the General Capital Improvement Fund in the amount of $100,000 and to appropriate to the Other Expenses line items within the General Capital Improvement Fund.
• A resolution for additional appropriation from unappropriated funds to the Spay & Neuter Program in the amount of $1,500 and to appropriate to the Other Expenses line item within the Spay & Neuter Program.
• A resolution recognizing that Betty Bishop, Agent for Petitioners, has filed a petition for annexation to the village of Greenfield.
• A request from Recycling for additional appropriation from unappropriated funds to the Recycling Grant in the amount of $608.20 and a request to appropriate to the Advertising and Supplies line item in the total amount of $608.20.
• A request from the Engineer for a budget modification within the Engineer funds from Contracts, Projects to Other Expense.
• A request from JFS for a reimbursement of funds from CSEA Administrative Account and reimbursement to Public Assistance in the amount of $9,198.20 for June shared cost distribution.
• A request from Help Me Grow for additional appropriation from unappropriated funds within the Help Me Grow account to Audit Expenses in the amount of $1,727 for reimbursement to FCFC for expenses.
