Edward Byrne Justice Assistance Grant (JAG) Award for the Highland County Comprehensive Re-Entry Initiative

The Board of Highland County Commissioners has been awarded $482,494 from the Recovery Act/Edward Byrne Memorial Justice Assistance Grant fund to develop and implement reentry services for Highland County. This grant, administered by the Highland County Probation Department, provides for the establishment of an Office of Reentry Services. The Office of Reentry Services, located at Turning Point Applied Learning Center’s Hillsboro facility, is staffed by Rhonda Fannin, Director, Heidi Carter, Program
Director, and Michelle McCoy, Administrative Assistant.
Initiatives outlined in this grant project entitled the “Highland County Comprehensive Re-Entry Initiative” are to:
• Open and operate an “Office of Reentry Services”
• Implement a Prosecutorial Diversion and Felony Pre-Trial Supervision Program
• Implement a Day Reporting Program by expanding the Turning Point Applied Learning Center’s Ex-Offender Reentry Program.
The Highland County Comprehensive Reentry Initiative will benefit the community by reducing recidivism, creating jobs, and enhancing the overall quality of life so vital to economic development. The local economy is already benefiting from the Day Reporting Program currently offered through the Hillsboro Municipal Court. Day Reporting allows misdemeanor offenders an opportunity to receive employment training, education preparation for their GED and counseling services in lieu of spending time in jail.
Day Reporting offenders also pay towards their child support, court fines and fees, all of which bring benefits Highland County. Hillsboro Municipal Court Judge David McKenna stated, “The Day Reporting Intensive Probation Program shows great promise. I hope that defendants will take the opportunity to break the cycle of unemployment, lack of education, and drugs that destroy lives and families. I look forward to working with the Office of Reentry Services and keeping defendants out of jail. These programs have never been available under one roof before. If it is successful, it will save families,
as well as thousands of dollars spent housing prisoners.”

JAG Program funding is awarded to states, tribes, and local governments to support a range of program areas including law enforcement, prosecution and court, prevention and education, corrections and community corrections, drug treatment and enforcement, planning, evaluation, and technology improvement,
and crime victim and witness initiatives.
