East Main Street building razed in Hillsboro Historic District

A building at 111 East Main Street in historic uptown Hillsboro was demolished Sunday morning, Nov. 6.
According to city records, Ray A. Bear filed a certificate of appropriateness on Oct. 5, 2016 seeking to demolish the building.
The Hillsboro Design Review Board had taken action in special session on Oct. 12 – despite having 30 days in which to act – in favor of the demolition of the building at 111 East Main Street, which is adjacent to the mayor’s property.
An Oct. 12 motion by Design Review Board member Avery Applegate was seconded by Mayor Drew Hastings and passed unanimously.
City records indicate that discussion of the property – once the building demolition is complete – includes a “combined parking lot” with the mayor’s property.
Hillsboro City Council President Lee Koogler told The Highland County Press on Friday, Oct. 14 “I didn’t know anything about the (Design Review Board) special meeting.”
“I am calling (Safety and Service Director) Todd Wilkin about this,” Koogler said.
When asked if there was a possible conflict of interest with the mayor serving and voting on the Design Review Board – while appointing its members – and then voting on issues related to his own property, Koogler said, “When you are a public official, you should insulate yourself from it. I don’t think he (Hastings) should sit on the board.”
Koogler said the Design Review Board “never informs us (members of council) of its meetings.”
A trial is set to begin this week in Highland County Common Pleas Court on four pending grand jury indictments against the Hillsboro mayor, including: election falsification, theft, theft in office; and tampering with records.
