Duncan, Wilkin proclaim Tom Horst Day in Highland County

Highland County commissioners Shane Wilkin and Jeff Duncan proclaimed Dec. 28 as Tom Horst Day in Highland County during the board's Wednesday, Dec. 28 final meeting of 2016.
Commissioner Horst is retiring after a 40-year career in public service, including the past eight as county commissioner.
Horst will be honored during a “roast and toast” hosted by his wife, Maggi Horst, and Highland County Common Pleas Court Judge Rocky Coss Dec. 30 in the Highland County Common Pleas Courtroom from 2-4 p.m. The public is invited to the Dec 30 event to wish Commissioner Horst all the best and thank him for his service to Highland County. "Everybody is very appreciative of your service," Wilkin told Horst after reading the proclamation. "In the mid-1970s – before some of us were born – you started your community service work," Wilkin joked.
"I wish you all the best in retirement," Duncan told Horst. "I learned a lot from you in the past two years."
Highland County Auditor Bill Fawley also thanked Horst for his service and wished him the best in retirement as did commissioner-elect Terry Britton and others in attendance.
Horst thanked the community for electing and supporting him through the years.
"I want to thank everybody," he said. "The people I work with here and the people of Highland County who gave me the opportunity to do this, starting from being a bus driver in Lynchburg to a career in law enforcement, which was something I always wanted to do. It's been great working with the guys (commissioners Wilkin and Duncan, and former commissioners Gary Heaton and Jeremy Shaffer).
"We've had good department heads and officeholders to work with," Horst said. "And a lot of what I've been able to accomplish is due to my wife, Maggi. She's been a driving force."

Resolutions
In other action, commissioners approved the following resolutions, each by a 3-0 vote:
• A modification of appropriation within County from Group & Liability to Advances Out in the amount of $180,407.06.
• A modification of appropriations within County for a total amount of $592,002.72.
• A resolution to reduce the County Budget as attached.
• A resolution to approve and endorse the Public Official Bond for Highland County officials and approve the attached spreadsheet for payment.
• A modification within the Dog & Kennel fund from Supplies to PERS in the amount of $198.12.
• A request from the Treasurer for a modification within the DETAC-Treasurer from Other Expense to Employees Salary and PERS in the amount of $273.60.
• A transfer from Transfers Out to Juvenile Probation Department, SCORJDC in the amount of $61,710.
• A transfer from Transfers Out to Debt Retirement Energy Efficiency in the amount of $80,000.
• A transfer from Transfers Out to Capital Improvements General in the amount of $600,000.
• A transfer from Transfers Out to Advances Out in the amount of $600,000.
• An advance from Advances Out to Rocky Fork Lake Sewer in the amount of $100,000.
• An advance from Advances Out to Debt Retirement, RFL Sewer in the amount of $30,000.
• An advance from Advances Out to Debt Retirement, Mowrystown Sewer in the amount of $50,000.
• A transfer from Transfers Out to Debt Retirement, Justice Center in the amount of $125,000.
• A transfer from Advances Out to Babington Sewer Debt in the amount of $30,000.
• A transfer from Advances Out to Children Services Emergency Fund in the amount of $200,000.
