The Ohio Department of Transportation - District 9 and one of its contractors have been recognized for outstanding performances in the construction field following resurfacing projects in Adams, Scioto and Lawrence counties.

ODOT District 9’s Construction Department and the Shelly Company have received the 2013 Larry H. Lemon Quality in Construction Award in the General Paving category from the National Asphalt Pavement Association (NAPA) for resurfacing projects on state Route 125 in Adams County and S.R. 140 in Scioto and Lawrence County.

NAPA’s awards program recognizes continuous improvement in all aspects of asphalt operations. As described on NAPA’s web site, www.asphaltpavement.org, projects submitted for a Quality in Construction Award are evaluated by pavement engineers at the National Center for Asphalt Technology (NACT) who assign each project a score based on the contractor’s ability to meet specifications on the finished pavement.

For the first time in 2013, NAPA began to recognize the best general pavements constructed and submitted for a Quality in Construction award. The Larry H. Lemon Award honors the 10 highest-scoring projects in the nation in the general paving category, projects using less than 50,000 tons of asphalt, as determined in the NCAT review.

During last year’s construction season, crews from the Shelly Company completed resurfacing projects on S.R. 125, between County Road 5 (Weaver Road) and the Adams-Scioto County line, and on S.R. 140, beginning at the Portsmouth corporation in Scioto County and continuing through Lawrence County.

Leading the 9.77-mile resurfacing project on S.R. 125 for ODOT were Chad Mitten, Blaine Bradds, Rick Shreffler and Mick Foster, and ODOT’s construction team for the 16.5-mile project on S.R. 140 in Scioto and Lawrence counties included Victor Picciano, Nathan Wagner and Scott Burcham.
