Commissioners updated on county recycling; hold executive session for economic development

Highland County recycling coordinator Heidi Devine met with Highland County Commissioners Shane Wilkin, Jeff Duncan and Terry Britton at the Wednesday, Feb. 8 board meeting.
Devine updated the board on countywide recycling efforts and two ongoing grant programs.
Highland County is part of the Ross-Pickaway-Highland-Fayette Solid Waste District, which provides funding for the county recycling program under the guidance of the Ohio Environmental Protection Agency, Devine said.
Devine said the county now has 22 recycling bins in various locations, including a new bin on Main Street in Lynchburg. Other locations include: 1575 N. High St., Hillsboro; 131 Catherine Street, Hillsboro; 489 E. Main Street, Hillsboro; 39 Willettsville Pike, Hillsboro; 950 N. Washington St., Greenfield; 5828 W. New Market Road, New Market; 1505 U.S. 50, Dodsonville; 138 W. Main Street, Mowrystown; 11070 S.R. 506, Marshall; 116 S. Fairfield Street, Leesburg; and 12470 U.S. 50, Paint Township.
"There's a lot of recycling going on in Highland County, and that's good," Devine said.
On Aug. 5 and Aug. 19, there will be electronics and tire collections, respectively, in the county, Devine said. The Aug. 5 event will be 8 a.m.-noon at 116 S. Fairfield St. in Leesburg. The location of the Aug. 19 tire collection will be announced at a later date.

• Commissioners accepted a letter of resignation from Lisa Wishart from the Highland County Airport Authority Board. The board has recommended Tim Roberts to fill that vacancy.
Wilkin said commissioners would be requesting a letter from Roberts expressing his interest.

• Wilkin and Britton attended the County Commissioners Association of Ohio training for new commissioners session this week in Columbus.

Resolutions
Commissioners unanimously passed the following resolutions.
• Commissioners request an additional appropriation from unappropriated funds to the Debt Retirement, RFL Sewer O-8 in the amount of $247,710.77.
• Commissioners request an additional appropriation from unappropriated funds to the Debt Retirement, Mowrystown Sewer, O-17 in the amount of $59,478.01.
• Commissioners request an additional appropriation from unappropriated funds to the Debt Retirement, Highland Leesburg, O-18 in the amount of $22,291.77.
• Commissioners request an additional appropriation from unappropriated funds to the Debt Retirement, Upgrade RFL, O-25 in the amount of $17,450.51.
• Commissioners request an additional appropriation from unappropriated funds to the Debt Retirement, Babington Sewer, O-23 in the amount of $9,710.67.
• Commissioners request a modification within the T-02 Block Grant, from Project 2, Mowrystown, to Project 1 Greenfield in the amount of $3,700.
• HCDJ&FS requests a reimbursement of funds from CSEA Administrative Account to Public Assistance, H-00 in the amount of $12,878.01 for shared cost distribution.
• Commissioners authorize the disposal of obsolete property and equipment for Job & Family Services.
• Common Pleas Court requests a modification within Youth Services, Contracts to Community Service in the amount of $500.
• Board of DD requests an appropriation of unappropriated funds to Board of DD, transfers out, in the amount of $1,209,030 to be used as follows: Permanent improvements, $264,418; Community Residential, $450,000; and Sustainability, $494,612.

Commissioners voted, 3-0, to enter into an executive session for economic development.
Wilkin said no action was anticipated following the executive session.
