Commissioners, law enforcement union to begin contract negotiations in spring

The Highland County Board of Commissioners met in regular session Wednesday, Jan. 11.
Board president Shane Wilkin noted that the board will begin contract negotiations sometime this spring with the Highland County Sheriff's Office deputies' union representatives.
"I believe we will come into union negotiations this spring," Wilkin told commissioners Jeff Duncan and Terry Britton.
Wilkin also updated the board that Plug Smart, an energy services provider, will be working on upgrades for lighting at the Hi-TEC Center from non-general fund resources.
In other business, Wilkin said he talked recently with Highland County Job and Family Services Director Katie Adams about Children Services' costs for child placements.
"They (Children Services) still seem to be doing fairly well with placement costs," Wilkin said. "That's a good thing."
An additional levy for Children Services was rejected by county voters on Nov. 8.
• Commissioner Duncan informed the board of a recent situation at Highland District Hospital that was brought to his attention by Teresa Shriver, a social worker at the hospital.
"A person had come in for medical attention and after receiving care, they learned he didn't have any place to go," Duncan said. "This was an after-hours situation, and no one was available at JFS. Teresa said this is something that only happens maybe three or four times a year, where someone needs assistance for a day or two, maybe a temporary motel room."
The Homeless Shelter requires background checks before accepting a resident, Duncan explained.
Duncan said he coordinated with Wade Hamilton of Samaritan Outreach Services, Katie Adams at JFS and three churches in Leesburg: Leesburg Church of Christ, Leesburg Friends Church and Leesburg United Methodist Church.
"Wade agreed to make himself available as an after-hours contact and Katie contacted Teresa," Duncan said. "The Leesburg churches agreed to help with the emergency expenses."
Wilkin thanked Duncan for his work in addressing the issue.
Resolutions
In other action, commissioners approved the following resolutions, each by a 3-0 vote:
• A request from the Sheriff for a modification within the Dog & Kennel fund in the amount of $1,040.
• A transfer from Leesburg Industrial Park, Transfers Out to County in the amount of $500.
• A resolution for additional appropriation from unappropriated funds to Block Grant PY15, Other Expense in the amount of $59.12.
• A request from the Engineer for an additional appropriation from unappropriated funds to the Engineer Fund, Contracts & Projects in the amount of $258,894.40.
• A blanket resolution to cover all travel of Recorder Chad McConnaughey for 2017.
• A budget modification within Recycling from Advertising to Supplies in the amount of $2,737.64.
• A resolution to appoint Paint Township Trustees Randy Mustard as the Township Representative for the land bank.
