Commissioners hold first meeting of 2017

Highland County Commission President Shane Wilkin opened the board's first meeting of 2017 by welcoming Commissioner Terry Britton, who was elected on Nov. 8. Britton replaces Republican Tom Horst, who served two terms and did not seek re-election.
Britton joined Wilkin and Commissioner Jeff Duncan at the Wednesday, Jan. 4 board meeting.
• In other business, commissioners received a recommendation from the Paint Township trustees to appoint Randy Mustard to the county’s new land reutilization corporation (land bank).
The land bank will consist of a director and five board members, as follows: the county treasurer or her appointee, two commissioners or their appointees, one member from the city of Hillsboro and one member from Paint Township.
The county has asked the city of Hillsboro to submit a land bank board representative. According to Wilkin, the city has asked if that representative must live in the city.
"I have asked Anneka (Highland County Prosecutor Anneka Collins) to check on that," Wilkin said. "I believe it is our appointment, but we are asking the city for a recommendation."

• Commissioners also voted, 3-0, to re-appoint Tom House as the county apiary inspector.
• At 8:50 a.m. Wednesday, the board entered into an executive session for personnel. According to Wilkin, no action was anticipated.
Resolutions
Commissioners approved the following resolutions, each by a 3-0 vote:
• A resolution to release funds to Alternatives to Violence Center.
• A blanket resolution to cover all travel of P. Dean Otworth, Highland County Engineer, for 2017.
• A blanket resolution to cover all travel for employees at HCJ&FS, Child Support Enforcement and Public Children Services Agency.
• A resolution stating that the commissioners decided that for their health, welfare and safety, the people of Highland County can best and most efficiently be served by the “Force Account” in the construction, reconstruction, improvement, maintenance, or repair of roads, bridges and culverts. The "Force Account" authorizes the county engineer's office (under certain limits) to "use such county employees and property, lease such implements and tools, and purchase such materials as are necessary in the construction, reconstruction, improvement, maintenance, or repair of roads by force account" per Ohio Revised Code 5543.19 (see http://codes.ohio.gov/orc/5543.19).
• A request from the Sheriff for a budget modification from Commissioners Other Expenses to Sheriff, Allowances (FOJ) in the amount of $0.50.
The commissioners will hold their 2017 organizational meeting at 9 a.m. Monday, Jan. 9 at the board office in the Administration Building. The board also will meet Wednesday, Jan. 11.
