Ordinance proposed to redistrict Hillsboro wards

This is an open letter to the President and Members of the Council of the City of Hillsboro:

Please find below a rough draft of an ordinance to redistrict the city of Hillsboro according to the 2010 Federal Census. It will reduce the current difference between the most populated and least populated wards from more the eight hundred people (an error of approximately 50%) to 90 people (a difference of slightly more than 5%).

Please note that three wards require adjustment, not just two. The second ward is overpopulated. The first and second wards are underpopulated. Ward Four comes within an handful of having the perfect ward population (1651).   

I will note that the recommended Second Ward has a population of 1700 and had the ward lines drawn after the 1990 Census remained in placed, there would be no need to revise the boundaries of it again (excluding any annexations).  

The numbers for the census block populations are drawn from a document I have provided previously to the Clerk of Council and can be used to verify my claims.  

I will note that the Council has a Republican majority and the most recent revision to Revised Code section 731.06 was approved by vote of a Republican state representative in 1970. So I would think a majority of council would approve such an action, if not exactly this plan. If you prefer another plan that gives a smilar degree of representation to the residents of each ward, you have my best wishes.  

Please note the whereases are roughly based on the 1902 Ohio Municipal Code and the form given for an ordinance to redistrict city wards after each municipal census.  There is no suggestion in that law that redistricting should be delayed to the addition of 20,000, just the requirement that it be done then should the event happen.  That might be shown by an increase in the number of people voting in a city's elections.

Proposed Ordinance

An ordinance to redistrict Hillsboro after a New Federal Census

Ordinance No. 2011-

To subdivide the city of Hillsboro into wards.

Whereas according to the last federal census, as shown in the proclamation of population, the city of Hillsboro has a population of 6606; and

Whereas, this council is authorized and directed by law to redistrict said city and subdivide the same into wards, now therefore;

Be it ordained by the council of the city of Hillsboro, State of Ohio

Section 1.  That the city of Hillsboro, State of Ohio be and is hereby divided into four wards, which are equal to the number of members of council who are hereafter to be elected from wards, are hereby created and established in the city and the boundaries thereof are so fixed that each ward shall be substantially equal in population.

Section 2.  The 2010 decennial census map located in two divisions at www2.census.gov/geo/maps/dc10map/state39_oh/place/p39315560_hillsboro/DC10BLK_P39315560_001.pdf and  www2.census.gov/geo/maps/dc10map/state39_oh/place/p39315560_hillsboro/DC10BLK_P39315560_002.pdf is incorporated by reference as part of this ordinance.  

  First Ward.  The first ward shall contain all that territory identified on the 2010 Census map of Hillsboro as Census Tract 9548.00 within Census Blocks 1002, 1003, 1004, 1005, 1006, 1007, 1008, 1010, 1013, 1014, 1016, 1017, 1018, 1019; and
all that territory identified on the 2010 Census map of Hillsboro as Census Tract 9549.00 within Census Blocks 1003, 1005, 1006, 1007, 1008, 1009, 1013, 1015, 1016, 2010, 2011, 2012, 2013, 2014, 2015.

  Second Ward.  The second ward shall contain all that territory identified on the 2010 Census map of Hillsboro as Census Tract 9548.00 within Census Blocks 1021, 1022, 1023, 1025, 1026, 1027, 1028, 1029, 1030, 1031, 1032, 1033, 2000, 2001, 2002, 2004, 2005, 2008, 2009, 2011, 2012, 2014, 2015, 2016, 2017, 2018, 2019, 2020, 2021, 2022, 2024, 2025, 2026, 2027, 2028, 2029, 2030, 2031, 2032, 2033, 2036, 3000, 3001, 3002, 3003, 3004, 3005, 3021, 3022, 3023, 3024, 3025, 3026.

  Third Ward.  The third ward shall contain all that territory identified on the 2010 Census map of Hillsboro as Census Tract 9549.00 within Census Blocks 2006, 2008, 2009, 2017, 2018, 2019, 2020, 2021, 2022, 2023, 2024, 2025, 2k026, 2027, 2028, 2029, 2030, 2031, 2032, 2033, 3000, 3001, 3002, 3003, 3004, 3005, 3006, 3007, 3008, 3009, 3010, 3011, 3012, 4005, 4006, 4007, 4009, 4020, 4021, 4022, 4023, 4024, 4025, 4026, 4027, 2029, 4030, 4031, 4032, 4033, 4034, 4035, 4036, 4038, 4042; and all that territory identified on the 2010 Census map of Hillsboro as Census Tract 9551.00 within Census Block 1006.  

  Fourth Ward.  The fourth ward shall contain all that territory identified on the 2010 Census map of Hillsboro as Census Tract 9548.00 within Census Blocks 2037, 2038, 3039, 2040, 2041, 3006, 3007, 3008, 3009, 3010, 3012, 3013, 3014, 3015, 3016, 3017, 3018, 3027, 4000, 4001, 4002, 4003, 4003, 4004, 4005, 4006, 4007, 4008, 4010, 4011, 4012, 4016.

Section 3.  (This would be about the effective date, but that would vary depending on whether or not council acted on it as an emergency ordinance to meet the December deadline or as routine legislation.)

The clerk of council has previously been provided with Summary File 1 Block Data for Hillsboro in hard copy.  A previous email has informed her as well of the web location for the Census map of Hillsboro, Ohio divided by Census blocks.  

Please note that someone needs to review the Census map for census blocks that can not be used by the city under Revised Code 731.06.  The Census map shows the sidewalk in front of the old Hillsboro High School as a street.  It also shows a railroad.  I'm pretty sure there are a few private property driveways that have also been incorporated.  None of the wards given above is bounded by such items.[[In-content Ad]]
