On Oct. 21 at approximately 5:03 p.m., the Hillsboro Police Department received a report of two men involved in an altercation in the 100 block of Tower Drive.

Upon officers' arrival on scene, William J. Elkins and Shane Frost were found bleeding. The Hillsboro Fire & Rescue Department was dispatched by the request of officers on scene. Frost appeared to have an injury to the left side of his body and other smaller cuts. Elkins had an injury to his right hand, and both men seemed to have suffered the injuries from a sharp object.

After investigation, it was found that Frost came running toward Elkins in an aggressive manner. Elkins displayed a small pocket knife in an effort to stop Frost from attacking him. During a physical struggle, Frost was cut by the knife, and both men went to the ground and continued to fight. A neighbor saw the altercation and detained both men until officers from the Hillsboro Police Department arrived.
