Dayton man, Lucasville woman arrested on drug charges after drugs, guns and money allegedly seized

Scioto County Sheriff David Thoroughman and Portsmouth Police Chief Debby Brewer announce that a Dayton man and a Lucasville woman were arrested on drug charges after an investigation conducted by the Southern Ohio Drug Task Force.

At approximately 9:06 a.m. on Feb. 13, task force officers assisted by Southern Ohio Organized and Major Crimes Task Force and Portsmouth Police SWAT executed a narcotic-related search warrant at the residence of Carla A. Blair on Duck Run Road in Lucasville.

Upon a search of the residence, officers allegedly seized approximately 328.73 grams of suspected crystal methamphetamine, 125.26 grams of suspected fentanyl, 11.19 grams of suspected crack cocaine, four loaded firearms, digital scales, sandwich baggies, $2,980 cash and additional alleged evidence of drug trafficking. The estimated street value of the suspected drugs allegedly seized is $29,440.

Blair, 49, was arrested and charged with trafficking and possession of drugs, both felonies of the first degree, and having weapons under disability, a felony of the third degree.

Davion Cortez Black, 29, of Dayton, was arrested and charged with trafficking and possession of drugs, both felonies of the first degree, and having weapons under disability, a felony of the third degree.

Additionally, Jonathon Seth Spencer, 26, of Lucasville, was arrested on an outstanding warrant through Portsmouth Municipal Court.

The case will be forwarded to the Scioto County Prosecutor's Office to be presented to a Scioto County Grand Jury for the consideration of additional felony charges.
