Vice Chairman Taylor applauds passage of his water resources bill

WASHINGTON, D.C. – Congressman Dave Taylor today applauded the passage of his bill, H.R. 3427, the Water Resources Technical Assistance Review Act, through the House of Representatives by a voice vote. Congressman Taylor initially introduced this bill on May 15, 2025, and it passed out of the Transportation and Infrastructure Committee earlier this summer. Congressman Taylor serves as the Vice Chairman of the Water Resources and Environment Subcommittee of the House Committee on Transportation and Infrastructure.
 
“For too long, rural southern Ohio communities have been boxed out of the federal resources intended for them, and this bill will right this wrong,” said Congressman Taylor. “In the past year, I’ve heard from countless local businesses about their need for these critical water resources that are unreasonably out of reach, and today I’m proud to help deliver this win to rural communities across America.”
 
“The Water Resources Technical Assistance Review Act will help ensure that water infrastructure resources at EPA, which are available to small, rural, and economically distressed communities, are actually getting to those communities,” said T&I Chairman Sam Graves. “I thank Congressman Taylor for his work on this legislation and for his leadership on this issue.”
 
Specifically, the Water Resources Technical Assistance Review Act would:

• Direct the U.S. Government Accountability Office (GAO) to evaluate EPA’s clean water technical assistance, authorities, initiatives, and programs from the past five years, with an emphasis on the WaterTA Program;

• Require GAO to submit a report to the House Transportation and Infrastructure Committee and the Senate Environment and Public Works Committee outlining their findings, with recommendations to improve EPA’s clean water technical assistance programs; and

• Require the EPA to develop and submit a compliance plan to Congress based on GAO’s recommendations.
