SSCC board votes on new contract for college president

ADAMS COUNTY - The Southern State Community College Board of Trustees has voted to approve a new five-year contract for college president Dr. Kevin Boys.
The board met Sunday, Jan. 22 and Monday, Jan. 23 at the Murphin Ridge Inn in West Union Ohio.
Board chairperson Dr. Vicki Wilson said that during the Sunday session, the board met for approximately 45 minutes in executive session to discuss the compensation and employment of Boys. The board held a vote on the matter on Monday.
Wilson said, "The board voted unanimously to accept the contract. Members present were Larry Anderson, Kay Ayres, Doug Boedeker, Don Moore, Leilani Popp, and myself. Michelle Cimis, Paul Hall and Rory Ryan were absent."
Cimis, Hall and Ryan had been in attendance for Sunday's meeting.
"The five-year contract includes a yearly salary of $175,000, with potential for 3-percent yearly raises, pending successful annual performance evaluations," Wilson said. "The new contract also provides for funding an annuity of $20,000 per year to be given to Dr. Boys at the completion of the five-year contract (Dec. 31, 2016). A minor change states that his travel expenses will be paid or reimbursed by the college; the prior contract had stated that his travel expenses were to be reimbursed."
Cimis, who represents Highland County on the board, told The Highland County Press that she was in attendance during the Sunday session and participated in discussion on the contract, but was unable to attend Monday's meeting when the vote took place.
"I didn't go to the second day because I had to work," Cimis said. "Normally our meetings are at night, but this was in the daytime. I wanted to go, but I was not able to. I did go on Sunday."
Cimis said that if she had been able to attend the meeting she would have voted against accepting the contract.
"The contract calls for a 13-percent increase in base compensation, and it calls for a 26-percent increase if you include the retention bonus," Cimis said. "I believe in this economic environment it is difficult to justify a pay increase like that when there is no significant change in job responsibility."
In 2011, Boys was paid $154,999.92 by the college. The president was one of 11 college employees who received more than $100,000 in compensation last year.
Cimis said her opinion is based on the economics of the situation and not the job she thinks Boys is doing for the college.
"I did state during the (Sunday) meeting I think Dr. Boys is doing a great job at the college and is a very valuable asset to the college," Cimis said. "I hope that the college employ him long-term, and I think he is the person to oversee the construction that we have going forward. My vote against the compensation package has nothing to do with him as a person, or the job I think he is doing. The double-digit pay increase is significant, given the economic environment. There are some people in the five counties who haven't gotten a pay increase in years."
Wilson said that she voted for the new contract because she said Boys has done an "outstanding" job in the time he has been at SSCC.
"Dr. Boys has done an outstanding job of leading Southern State during the past two years, and we wanted to encourage him to stay for at least five more," Wilson said. "We have an ambitious agenda of strategic goals for the college, and I feel that with Dr. Boys' continued excellent leadership we can achieve each of them."

"With all due respect to President Boys and his considerable efforts on behalf of the college, it is my opinion that the increases over the present contract are overly generous, particularly when so many of the families served by the college are trying to do more with less," Ryan said. "We may have missed a great opportunity to set a better example in managing public monies.
"The college has been relatively unscathed by the ongoing recession. In fact, in many ways, the college has enjoyed a financial boom due, in large part, to the poor economy. While it is admirable that President Boys has committed to lead the college for the next five years, I do not feel we, as members of the board, negotiated as efficiently as we may have."
Ryan, who attended the Sunday meeting, said he informed Wilson on Monday that he was not in favor of the president's new contract.
