Dayton man charged with engaging in a pattern of corrupt activity, drug offenses in Highland County case
A Dayton man was arraigned this week after a Highland County grand jury returned an indictment charging with 22 counts, including engaging in a pattern of corrupt activity and a major drug offender specification, last month.
Shayvion Furlow, 34, was indicted during the April 7 Highland County grand jury session. The indictment was sealed until April 30, after Furlow’s arrest.
Furlow has been charged with:
• One count of engaging in a pattern of corrupt activity, a first-degree felony;
• Nine counts of trafficking in a fentanyl-related compound, eight first-degree felonies and one second-degree felony;
• Nine counts of possession of a fentanyl-related compound, eight first-degree felonies and one second-degree felony;
• Having weapons while under disability, one third-degree felony;
• A major drug offender specification; and
• A forfeiture specification.
The indictment alleges that between Jan. 1, 2023 and Dec. 31, 2025, Furlow “and other previously indicted and unindicted co-conspirators, did recklessly, while being employed by or associated with, directly or indirectly, conduct or participate in the affairs of an enterprise through a pattern of corrupt activity and at least one of the incidents of corrupt activity is a felony of the first, second or third degree.”
The drug possession and trafficking charges stem from alleged incidents in 2023 and 2025, where Furlow is accused of “knowingly obtaining, possessing or using,” and “knowingly selling or offering to sell,” a fentanyl-related compound. All 18 drug charges allege that the incidents occurred “in Montgomery County, Ohio and as a continuing course of criminal conduct in Highland County.”
Various weights of the drug are listed in the indictment, including “an amount equal to or exceeding 10 grams but less than 20 grams;” “an amount equal to or exceeding 20 grams but less than 50 grams;” “an amount equal to or exceeding 50 grams but less than 100 grams;” and “an amount equal to or exceeding 100 grams.”
Furlow is also accused of “knowingly acquiring, having, carrying or using a firearm or dangerous ordnance” despite “not having been released from disability.”
Two of the possession charges and two of the trafficking charges, as well as the weapons under disability charge, are from incidents alleged to have occurred Oct. 15. The indictment includes a major drug offender specification for that date, accusing Furlow of being “a major drug offender and the drug involved in the violation is a fentanyl-related compound or a compound, mixture, preparation or substance containing a fentanyl-related compound.
Subject to forfeiture for their alleged “use in the course” of these offenses are $52,491.15 in U.S. currency, four semi-automatic pistols and a vehicle.
Furlow was arraigned Monday, where bond was set at $250,000, which was posted Tuesday. A pretrial is set for May 19.
An indictment is merely a charge and is not evidence of guilt.
