Commissioners seek bids for Administration Building ramp project

After seeking bids for several weeks to no avail, the Highland County Board of Commissioners has extended the deadline for bids on a handicapped accessible ramp to be installed at the County Administration Building on Gov. Foraker Place.
After advertising the project weeks ago, the commissioners received no bids. One bid was submitted after the extended deadline of 9 a.m. Wednesday, July 27. Commissioners said that bid will be opened at 9 a.m. Wednesday, Aug. 3. Additional bids are being sought by the board.

• In other business Wednesday, Highland County Records Retention Commission members Shane Wilkin, Auditor Bill Fawley, Highland County Recorder Chad McConnaughey, Clerk of Courts Ike Hodson and Highland County Prosecutor Anneka Collins discussed two matters of public records retention – one for the Highland County Sheriff's Office and one for the Highland County Health Department.
Two resolutions passed unanimously.
The records commission amended a Jan. 20, 2016 resolution on a request from the Ohio Historical Society to maintain records from sheriff deputies' body camera images for a minimum of 90 days after a case is closed. The new policy states that the records shall be maintained for at least one year.
Collins cited Ohio Revised Code 149.436 and House Bill 585, which is pending in the General Assembly. Collins said she anticipates the bill will pass in the fall and require the one-year maintenance of records.
The commission also approved a Records Retention Schedule (RC-2) resolution for the Health Department.

Resolutions
Commissioners Shane Wilkin and Tom Horst passed the following resolutions, each by a 2-0 vote. Commissioner Jeff Duncan is on vacation.
• Res No 16-157 – Commissioners request an additional appropriation of unappropriated funds to P-3 RFL, Equipment in the amount of $45,000.
• Res No 16-158 – HCDJ&FS request an inter-county agreement and certifications release and acceptance of funds between Highland County and Coshocton County
• Res No 16-159 – HCDJ&FS request an inter-county agreement and certifications release and acceptance of funds between Highland County and Shelby County.
• Res No 16-160 – HCDJ&FS request an inter-county agreement and certifications release and acceptance of funds between Highland County and Perry County.
• Res No 16-161 – Engineer requests a modification of appropriations within the Engineer's Budget from Contracts Projects to Other Expense in the amount of $50,000.
• Res No 16-162 – Commissioners authorize the disposal of obsolete property and equipment for Job & Family Services.

Commissioners entered into an executive session for a personnel matter at the request of Highland County Job and Family Services Director Katie Adams.
