City of Hillsboro considers Margaret Horst for special projects position

The city of Hillsboro is negotiating with Margaret Horst to be a consultant for special projects.

Most recently, Horst has served as a representative to Ohio Third District Congressman Mike Turner's office in Wilmington.

Hillsboro Safety and Service Director Richard Giroux told The Highland County Press on Wednesday that the city is "in negotiations" with Horst.

"I don't know if it's official yet. We've been negotiating in that regard, for her to work on some special projects," Giroux said.

Giroux said the special projects would include grant administration.

"That would be a supplement to Peg Beekman, working on various grants," Giroux said.

"Deputy Law Director Laura Curliss and I, we are both grant writers. If we write grants and receive various awards, then we would likely use Mrs. Horst to administer the grants, because we're not going to have the time to do it."

The position would likely be on a contractual basis, he said, with the funds either being built into the grant, or coming from various line items in the city's budget.

"In the event that there aren't immediate funds coming in, it could be shifted to the economic development line item, or professional services," Giroux said.
