Why paint over Lynchburg mural?

I would like to know whose idea it was to paint over the mural on the theater/firehouse in Lynchburg. It was the most attractive point in town.

The Lynchburg Historical Society used its own money to put that mural on the building, to the tune of $3,000.

The only part that was peeling was the tan paint around the mural itself. So why not just paint over it and leave the mural alone? Someone should give the Historical Society some reimbursement. There are other buildings that could be improved over this one.
