With the competitive balance being a main factor in high school football divisional assignments, the Hillsboro Indians will be playing in a new division in 2019 as they have moved down to Division IV, as they were members of Division III.

According to the OHSAA report, Hillsboro had 258 males in 2018 with a competitive balance number of seven, leaving the Indians at a competitive balance enrollment of 265, which moved them to Division IV.

As for the rest of the Frontier Athletic Conference, the other five schools in the conference stayed the same as Chillicothe is still in Division II, followed by Jackson and Miami Trace in Division III, while McClain and Washington will be in Division IV with Hillsboro.
