Members of Hillsboro City Council approved four emergency resolutions related to North West Street improvements during a special meeting Thursday, May 19.
As previously reported, the four resolutions were originally on the agenda for the regular meeting May 12 but were tabled until a special meeting could be held with more council members. (Only five of the eight council members were able to attend the May 12 meeting, but all eight were in attendance May 19.)
Hillsboro safety and service director Brianne Abbott briefly discussed the resolutions, which she told council “relate to the North West Street water line and paving project.”
“The ODOT contract and invoice were received this month with a due date of June 17,” Abbott said. “Passage of these resolutions will allow us to award the low bid for the water line project to Rock River Construction; enter into contract with ODOT for the 2023 paving of North West Street; transfer money from the general fund into the street fund for the ODOT payment; and authorize a then and now purchase order for said payment.
“In order to comply with ODOT timelines for contract and payment submissions, all resolutions will require suspension of the three-reading rule and passage by emergency.”
With no further discussion, council voted 7-0 to suspend the three-reading rule and to approve each resolution as follows:
• A resolution awarding the North West St. water line improvements — 2022 Construction contract in accordance with the engineer’s letter of bid recommendation, subject to final approval of funding requirements of the project, and declaring an emergency.
• A resolution approving ODOT paving project PID 109825 and declaring an emergency. The project consists of resurfacing U.S. 50 between Tolle Road and the Hillsboro corporation limit and SR 73 between approximately 450 feet north of Carl Smith Drive and Main Street (U.S. 50), including pavement repair, curb ramps and pavement markings, according to the resolution.
• A resolution authorizing the city auditor to transfer $175,810 from the general fund to another fund of the City of Hillsboro, pursuant to Ohio Revised Code section 5705.14(E), and declaring an emergency.
• A resolution approving a “then and now” certification by the city auditor, pursuant to ORC 5705.41(D)(1), for the payment of ODOT paving PID 109825, and declaring an emergency.
A public meeting on the North West Street water improvement project will be held Thursday, May 26 at 6 p.m. at the old fire department building.
