Commissioners approve resolutions

The Highland County Board of Commissioners approved the following resolutions, all by 3-0 votes, at their Dec. 15 meeting.
• The authorization of new expense lines to the General Fund, Board of Elections Budget, as follows: GEMS Supplies, GEMS Salary, and DVS
Licensing Fees. The new expense lines will make it easier to track expenses for annual expense reporting and election charge back calculations. No appropriation is needed at this time.
• The authorization of a modification to the General Fund, Board of Elections, as follows. The following were moved to Supplies: Other
Expense, $140.40; Advertising & Printing, $1,638.80; Board Travel, $1,144.46; Salary Officials, $2,972.64; and Employees Part Time, $520, for a total to Supplies of $6,416.30.
• The authorization of additional appropriation to the Babington Sewer Debt Retirement budget from Unappropriated funds to Principal for $374.42.
• The authorization of a modification to the General Fund as follows: from Miscellaneous Transfers to Commissioners, Other Expense for $10,000; to TEC - Utilities for $2,946.41; and to Maintenance & Operations - Contracts & Services for $3,874.82.
• The authorization of a new expense line in the Help Me Grow budget, ARRA - Travel. The new line is necessary in order to expend all money from the ARRA - Stimulus Grant. No appropriation is made at this time.
• The authorization of the November 2010 mandated distribution of Child Support Enforcement Agency Administrative Account funds to the Public Assistance Account as follows: from Reimbursement Stimulus to Public Assistance in the amount of $9,282.43.
• The Board rescinded Resolution No. 397, adopted Dec. 8, 2010. The resolution was adopted before the additional funds were paid into the General Fund.
• The authorization of additional appropriation to the General Fund, Prosecuting Attorney, from Unappropriated Funds to Prosecuting Attorney, Salary Employees, for $4,800. The additional funds are from the Law Enforcement Trust Fund to cover an error in the 2010 budget projection for salaries. Prosecuting Attorney employee salaries were not increased.
• The authorization of a modification to the Common Pleas Criminal/Civil Court budget from Mediation to Other Expense for $13,350.
• The Board authorized Lee D. Koogler to serve as hearing officer for IV-D paternity and support establishment cases for the Highland County Child Support Enforcement Agency (CSEA). The term of the contract is Jan. 1, 2011 through Dec. 31, 2011 as $45 per unit of service (one hour) for a total of $16,000.
• The approval of the reappointment of Anneka P. Collins, Assistant Prosecutor, as trustee to the Law Library for the term Jan. 1, 2011 through Dec. 31, 2016.
• The authorization of additional appropriation to the Board of Mental Retardation budget from Unappropriated Funds to Transportation - Other Expense for $25,755. The additional funds are from the EPA Ohio's Clean Diesel School Bus Retrofit Grant.
• The authorization of a modification to the Engineer's budget as follows: from Supplies to Salary Official for $800; from Other Expense to PERS for $1,000; from Other Expense to Materials for $12,725.76; and from Materials to Materials for $2,603.26. All of the following were also moved to Equipment: Supplies, $3,578.87; Office Equipment,
$3,224.60; Expenses, $2,087.90; Laborers Salary, $16,319.95; Contracts & Services, $6,759.01; Contracts - Projects, $5,540.34; Advertising & Printing, $400; and Other Expense, $11,635.34, for a total to Equipment of $49,546.01.
• The authorization of a new expense line, a modification, an additional appropriation, and a transfer from Mowrystown Sewer Capital Improvements as follows: the creation of a new expense line, Transfers Out; a modification from Other Expense to Transfers Out for $46,832.25; additional appropriation from Unappropriated Funds to
$24,888.72; and transfer to Mowrystown Debt Retirement for $71,720.97. Capital Improvements funds are no longer needed for the Mowrystown Sewer project.
