Ohio job commitments increase; action taken against 16 companies

Governor John R. Kasich has announced the approval of assistance for 17 projects set to create 1,993 jobs and retain 2,181 jobs statewide.

During their monthly meeting, the Ohio Tax Credit Authority (TCA) reviewed economic development proposals brought to the board by JobsOhio and its regional partners. Together the projects are expected to result in more than $141 million in new payroll and spur approximately $169 million in investment across Ohio.

The Authority also voted to take remedial action against 16 companies who failed to live up to the promises they made in order to receive tax incentives. Actions taken against these companies include reductions in rate or term, adjustment of commitments, or terminations without clawback. Today’s remedial actions demonstrate the Administration’s commitment to hold companies accountable for the job creation, retention, and wages they promise. In 2012, ODSA has taken remedial action on 59 tax credit projects. In addition, eight grants and loans totaling $7.48 million have been referred to the Attorney General for clawback this year.

New Projects Approved by the TCA

VXI Global Solutions, Inc. (Location TBD) expects to create 400 full-time positions, generating $9 million in new annual payroll as a result of the company’s new location project at a to-be-determined location. VXI provides customer interaction centers and customer relationship management software. The TCA approved a 50 percent, five-year Job Creation Tax Credit for this project.

Northeast Ohio

Avon Bearing Corporation, City of Avon (Lorain Co.) expects to create 29 full-time positions, generating $950,000 in additional annual payroll and retaining $3.1 million in existing payroll as a result of the company’s expansion project in the City of Avon (Lorain Co.). Avon Bearing manufactures large diameter bearings for a wide range of industries including construction, military, mining and tunnel boring. The TCA approved a 40 percent, five-year Job Creation Tax Credit for this project.

Kanan Enterprises, Inc. dba King Nut Company, City of Solon (Cuyahoga Co.) expects to create 25 full-time positions, generating $700,000 in new annual payroll as a result of the company’s new location project in the City of Solon (Cuyahoga Co.). King Nut is a national supplier of snack nuts, fruit mixes, soy mixes, pretzels and candy to the airline, retail, vending, food service, gift and private label industries. The TCA approved a 35 percent, five-year Job Creation Tax Credit for this project.

SFS intec, Inc., Village of Sharon Center (Medina Co.) expects to create 80 full-time positions, generating $3.4 million in additional annual payroll and retaining $3.6 million in existing payroll as a result of the company’s expansion project in the Village of Sharon Center (Medina Co.). SFS intec’s primary line of business is specialty fasteners and cold-formed metal products for the automotive and commercial/industrial construction industries. The TCA approved a 55 percent, eight-year Job Creation Tax Credit for this project.

Northwest Ohio

Eagle Railcar Services-Cairo, Ohio, LLC, Monroe Township (Allen Co.) expects to create 28 full-time positions, generating $870,000 in additional annual payroll and retaining $250,000 in existing payroll as a result of the company’s acquisition project in Monroe Township (Allen Co.). Eagle Railcar repairs, cleans and paints freight and tank railcars. The TCA approved a 45 percent, five-year Job Creation Tax Credit for this project.

NRI Industrial Sales LLC, Village of Delta (Fulton Co.) expects to create 30 full-time positions, generating $990,000 in new annual payroll as a result of the company’s new project location in the Village of Delta (Fulton Co.). NRI Industrial Sales markets and sells surplus and used industrial parts and equipment. The TCA approved a 40 percent, six-year Job Creation Tax Credit for this project.

Taiho Corporation of America, City of Tiffin (Seneca Co.) expects to create 35 full-time positions, generating $850,000 in additional annual payroll and retaining $4.3 million in existing payroll as a result of the company’s expansion project in the City of Tiffin (Seneca Co.). Tahio is a manufacturer of automotive bearings and bushings. The TCA approved a 40 percent, six-year Job Creation Tax Credit for this project.

AcuSport Corporation, City of Bellefontaine (Logan Co.) expects to create 80 full-time positions, generating $4.5 million in additional annual payroll and retaining $9.9 million in existing payroll as a result of the company’s expansion project in the City of Bellefontaine (Logan Co.). AcuSport is a distributor for the shooting sports industry. The TCA approved a 50 percent, six-year Job Creation Tax Credit for this project.

Central Ohio

ECR Internet Services, Inc. dba RevLocal, City of Mount Vernon (Knox Co.) expects to create 170 full-time positions, generating $5.5 million in additional annual payroll and retaining $1.8 million in existing payroll as a result of the company’s expansion project in the City of Mount Vernon (Knox Co.). ECR and RevLocal’s primary line of business is providing internet search marketing. The TCA approved a 45 percent, seven-year Job Creation Tax Credit for this project.

International Business Machines (IBM) Corporation, City of Columbus (Franklin Co.) expects to create 500 full-time positions, generating $45.8 million in new annual payroll and retaining $76.5 million in existing payroll as a result of the company’s new location project in the City of Columbus (Franklin Co.). IBM’s primary line of business include IT hardware manufacturing, software development and business consulting. The TCA approved a 60 percent, eight-year Job Creation Tax Credit for this project.

USA Vinyl, LLC, City of Groveport (Franklin Co.) expects to create 25 full-time positions, generating $730,000 in additional annual payroll and retaining $990,000 in existing payroll as a result of the company’s expansion project in the City of Groveport (Franklin Co.). USA Vinyl fabricates and sells fences, outdoor/garden structures and related accessories. The TCA approved a 35 percent, five-year Job Creation Tax Credit for this project.

Progressive Medical, Inc., City of Westerville (Delaware Co.) expects to create 125 full-time positions, generating $4.9 million in additional annual payroll and retaining $22 million in existing payroll as a result of the company’s expansion project in the City of Westerville (Delaware Co.) Progressive Medical’s primary line of business includes managing health care costs associated with workers’ compensation, no-fault auto and personal injury claims. The TCA approved a 50 percent, six-year Job Creation Tax Credit for this project.

Southeast Ohio

Minova USA, Inc., Village of South Point (Lawrence Co.) expects to create 75 full-time positions, generating $2 million dollars and retaining $2.2 million in existing payroll as a result of the company’s relocation project in the Village of South Point (Lawrence Co.). Minova offers roof support systems for the mining industry. The TCA approved a 45 percent, six-year Job Creation Tax Credit for this project.

Southwest Ohio

• Huhtamaki, Inc., City of Batavia (Clermont Co.) expects to create 208 full-time positions, generating $7.6 million in new annual payroll as a result of the company’s new location project in the City of Batavia (Clermont Co.). Huhtamaki is a specialty packaging organization. The TCA approved a 60 percent, seven-year Job Creation Tax Credit for this project.

Polaris Sales Inc. dba Polaris Industries Inc., City of Wilmington (Clinton Co.) expects to create 100 full-time positions, generating $2.6 million in new annual payroll as a result of the company’s new project location in the City of Wilmington (Clinton Co.). Polaris is a global manufacturer of off-road vehicles including ATV’s and off-road utility vehicles; snowmobiles; electric vehicles; and Victory motorcycles along with related parts, garments and accessories. The TCA approved a 45 percent, seven-year Job Creation Tax Credit for this project.

Rhinestahl Corporation, City of Mason (Warren Co.) expects to create 69 full-time positions, generating $6.6 million in additional annual payroll and retaining $13 million in existing payroll as a result of the company’s expansion project in the City of Mason (Warren Co.). Rhinestahl offers specialized tools for the maintenance needs of aircraft engines. The TCA approved a 55 percent, six-year Job Creation Tax Credit for this project.

Sunstar Engineering Americas Inc., City of Springboro (Warren Co.) and the City of Franklin (Warren Co.) expects to create 14 full-time positions, generating $760,000 in additional annual payroll and retaining $4.6 million in existing payroll as a result of the company’s expansion project in the City of Springboro (Warren Co.) and the City of Franklin (Warren Co.). Sunstar Engineering America manufactures adhesives, sealants and coating products, which are designed to improve the quality and safety of vehicles. The TCA approved a 40 percent, five-year Job Creation Tax Credit for this project.
