Prior to the start of the Thursday, Nov. 14 Hillsboro City Council meeting, newly appointed councilwoman at large Kathryn Hapner took the oath of office.
As previously reported, Jo Sanborn Earley resigned as an at-large member of Hillsboro City Council Oct. 21, with the Hillsboro representatives of the Highland County Republican Central Committee voting Nov. 7 to appoint Hapner as her replacement.
Present for the ceremony were two of the Central Committee members who selected Hapner in Dick Donley and Jan Vosper, as well as Highland County Republican Party Executive Chair Paulette Donley. Council members and city administrators also attended the ceremony.

“We want to welcome Kathryn Hapner, as she is our newest council member,” council president pro tempore Greg Maurer said Thursday. “We also want to thank Jo Sanborn for her time on council and wish her the best of luck in her future endeavors.”
Hapner is a local attorney who operates her own law practice. She is magistrate for the village of New Holland and formerly served as deputy law director for the City of Hillsboro, law director for the City of Hillsboro and as a former Highland County assistant prosecutor.
