Dayton man arrested for allegedly unruly conduct at FRS

A Dayton man was arrested Wednesday after he allegedly entered the FRS Connections school  and counseling center in Hillsboro, became unruly and refused to leave. During a struggle between the suspect and law enforcement, an officer sustained minor abrasive injuries. 

According to a release from the Hillsboro Police Department, the department received a call at approximately 9:35 a.m. Wednesday from the FRS Connections school, located at 149 Chillicothe Pike, "in reference to an agitated male subject that came in their back door and refused to leave." 

The individual, later identified as Gary Newport, 57, was told to leave by the staff. 

"He left the building, but stayed on the porch until another staff member told him to leave," according to the HPD. "The staff reported that he had a smell of alcohol on him."

The department then received a call at 9:41 a.m. from FRS Counseling at 313 Chillicothe Pike in reference to a man who was at their office and was reportedly acting "drunk and belligerent." 

The HPD said, "Investigation shows that Gary Newport walked into the office seeking a ride to the VA (Veterans Administration) because he got into an argument with his brother, who kicked him out. The staff stated Newport 'smarted off something mouthy.' Another employee stated Newport was being 'loud and argumentative.'"

Upon arrival to FRS Counseling, HPD officers found Newport, "seated in the lobby. He had a distinct odor of alcoholic beverage about him."

Newport allegedly told officers he needed a ride to the VA, but when officer attempted to speak to him, "he continued his belligerent and agitated attitude, creating a disturbance in the lobby of the business. He was told he was under arrest for persistent disorderly. When officers attempted to escort him out of the building he stiffened up and resisted attempts to handcuffing. During the struggle an officer received abrasions on both knees. Newport was arrested for persistent disorderly conduct and resisting arrest."
