The following is the Hillsboro Police Report issued Dec. 31.

Robert Webb, 57, of Leesburg was cited for speed.

Ethan Lawrence, 32, of Wilmington was arrested on an outstanding warrant.

On Dec. 24 at approximately 4:23 p.m., the Hillsboro Police Department responded to the area of Harry Sauner Road near Roberts Lane for a report of a two-car crash. Upon arrival, Angela Fulkerson, 36, of Hillsboro and John Paul, 47, of Hillsboro were both traveling eastbound on Harry Sauner Road. Fulkerson allegedly struck Paul in a rear-end type collision after starting to proceed before traffic had started to move. Fulkerson was cited for improper start. No injuries were reported on scene.

On Dec. 27 at approximately 6:15 p.m., the Hillsboro Police Department responded to the 100 block of Fenner Avenue for a report of a dispute. Upon arrival, primary aggressor could not be determined. Bradley Camp, 25, of Washington Court House and Yenisel Quarles, 24, of Hillsboro were both cited for disorderly conduct and were separated for the night. 

On Dec. 28 at approximately 8:34 a.m., the Hillsboro Police Department received a call from a business in the 1200 block of North High Street for a report of a theft. The business was able to provide a physical and vehicle description for the suspect. Officers were able to perform a traffic stop on the suspect vehicle and made contact with Robert Skaggs, 48, of West Portsmouth. Officers allegedly recovered the stolen property and located drug paraphernalia in the vehicle. Skaggs was subsequently charged with theft, possession of drug paraphernalia and had an outstanding warrant and was transported to the Highland County Justice Center.
