John Spencer Smart

John Spencer Smart, 93, of Hillsboro died Thursday, Jan. 21, 2016 at Bell Gardens in Hillsboro.
He was born Aug. 4, 1922 in Clinton County, the son of the late Ray and Anna Smittle Smart.
Mr. Smart was a lifelong farmer. He was a World War II veteran of the U.S. Army, had served two terms of office as a Highland County commissioner and as a commissioner was instrumental in the construction of the Highland County Administration Building. He also served two terms of office as the Highland County recorder and had been the registrar for the Hillsboro License Bureau for many years.
He was a member of the Allensburg Church of Christ, had served on the Board of Directors for the Highland County Farm Bureau, the Highland County Senior Citizens and the Area Agency on Aging.
He is survived by his wife, Alberta McMillan Smart, whom he married on Aug. 31, 1943; two sons, Vic (Debbie) Smart of Harrison and Van (Debbie) Smart of Hillsboro; two grandchildren, Randy (Kelli Kelly) Cooper of Washington Court House and Jim (Lanette) Cooper of Hillsboro; three great-grandchildren, Jimmy Cooper III, R.J. Cooper and McKenna Cooper; and one sister, Ann (Dean) Everetts of Hillsboro.
In addition to his parents, he was preceded in death by three sisters and brothers-in-law, Mildred and Clark Rothwell, Mabel and Doug Rolfe, Ellen and Glenn Hite; and also by his step-father, Earl McKenzie.
Funeral services will held 1 p.m. Thursday, Jan. 28 at the Turner & Son Funeral Home. Bob Stevens will officiate. Burial will follow, with military services presented by the Highland County Honor Guard in the Coss Cemetery near Belfast. Visitation will be held from 10 a.m. until time of service on Thursday at the Funeral Home.
