Washington Court House woman charged with theft in office, tampering with records
A Washington Court House woman was indicted by a Clinton County grand jury this month on charges of theft in office and tampering with records.
Amber Schiller, 40, has previously been employed with the Alternatives to Violence Center, which serves Clinton and Highland counties, and as a case worker with Highland County Children Services.
Schiller was indicted on two counts of theft in office, both third-degree felonies, and two counts of tampering with records, both fourth-degree felonies, on April 10.
All four counts are for offenses that allegedly occurred between June 3 and Sept. 25, 2024. The value allegedly “involved in the offense or the loss” was listed as being between $7,500 and $150,000.
For the first theft charge, the indictment alleges that Schiller “did, while being a public or party official, commit any theft offense … when the offender used the offender’s office in aid of committing the offense or permitted or assented to its use in aid of committing the offense.”
The second theft count alleges that Schiller “did, while being a public or party official, commit any theft offense … when the property or service involved is owned by this state, any other state, the United States, a county, a municipal corporation, a township, or any political subdivision, department or agency of any of them, or is owned by a political party, or is part of a political campaign fund.”
Count three of the indictment charges Schiller with allegedly “falsifying, destroying, removing, concealing, altering, defacing or mutilating … timesheets, payroll records and/or documentation submitted or used in connection with grant-funded employment compensation.”
The final charge alleges that Schiller “did … utter a writing or record, to wit: timesheets, payroll records and/or documentation submitted or used in connection with grant-funded employment compensation, knowing it to have been tampered with.”
Schiller is scheduled to be arraigned May 16.
An indictment is merely a charge and is not evidence of guilt.
