5 indicted, arrested on meth charges following Highland County Task Force investigation

Officers with the Highland County Task Force executed multiple arrests in a Wednesday, Nov. 6 roundup, one day after a Highland County grand jury handed down 10 secret indictments.
According to Highland County Prosecutor Anneka Collins, officers have arrested five of the 10 individuals charged via sealed indictment. All five suspects were arrested on charges related to meth possession and/or trafficking.
Those arrested included the following:
• Alexis Ruffing, 35, of Hillsboro has been charged with two counts of aggravated trafficking in methamphetamine and two counts of aggravated possession of methamphetamine, all third-degree felonies.
The indictment alleges that on or about Aug. 11 and Nov. 29, 2023, Ruffing “knowingly obtained, possessed or used,” and “knowingly sold or offered to sell,” meth in an amount equal to or exceeding bulk amount but less than five times bulk amount.
• Brian Duncan, 50, of Greenfield was indicted on one count of aggravated possession of methamphetamine, a third-degree felony.
Duncan is accused of “knowingly obtaining, possessing or using” meth in an amount equal to or exceeding bulk amount but less than five times bulk amount on or about July 29.
• Timothy Williamson, 53, of Hillsboro was charged with one count of aggravated possession of methamphetamine, a third-degree felony.
It is alleged that on or about Feb. 4, Williamson “knowingly obtained, possessed or used” meth in an amount equal to or exceeding bulk amount but less than five times bulk amount.
• Christopher Brigner, 40, and Allen Greene, 52, both of Hillsboro, were charged in a joint indictment. Brigner and Greene were both indicted on one count of aggravated trafficking in methamphetamine, a fourth-degree felony; and one count of aggravated possession of methamphetamine, a fifth-degree felony.
The indictment alleges that on or about June 17, Brigner and Greene “knowingly obtained, possessed or used,” and “did knowingly sold or offered to sell,” meth.
An indictment is merely a charge and is not evidence of guilt.
