MORPC to amend 2024-2027 Transportation Improvement Program to reflect COTA changes
The Mid-Ohio Regional Planning Commission (MORPC) is amending the State Fiscal Year 2024-2027 Transportation Improvement Program (TIP) to include changes to the Federal Transit Administration’s (FTA’s) Section 5307 Program of Projects.
FTA’s Program of Projects is a list of projects proposed by transit agencies or other recipients for Section 5307 funding.
“Funding for Central Ohio Transit Authority and Delaware County Transit are included in the TIP because they operate entirely within the MORPC transportation planning area,” said Elliott Lewis, MORPC Senior Planner.
The planning area includes Delaware and Franklin counties; Bloom and Violet townships in Fairfield County; New Albany, Pataskala, and Etna Township in Licking County; and Jerome Township in Union County.
The Section 5307 funding for the following projects has changed and will be reflected on the March 2024 TIP amendment.

• COTA Plus Operating Expansion, 319, 118032: Adding $5,250,000 of §5307 funding in SFY 2024.
• COTA Electric Buses – Full Route, 326, 118061: Reducing $8,577,290 of §5307 funding in SFY 2024, $13,083,092 of §5307 funding in SFY 2025, and reducing $20,704,682 of §5307 funding in SFY 2026.
• COTA Preventative Maintenance 2024-2027, N/A, 120543: Adding new project with $25,604,835 of §5307 funding in SFY 2024, $12,270,237 of §5307 funding in SFY 2025, and $19,563,974 of §5307 funding in SFY 2026.
“We’re asking the public to review these projects and provide MORPC with feedback,” MORPC Principal Planner Thomas Graham said. “It’s critical that our transit systems are shaped by the community, and public comments are an important element to be considered before the amendment is adopted.”
