Two Highland County men were charged with sexual offenses during a Tuesday, June 4 Highland County grand jury session.

Frank West, 45, of Hillsboro was charged with four counts of sexual battery, all third-degree felonies, for alleged “continuing” offenses spanning several years. The first count was for the period of Sept. 14, 2012 through Sept. 13, 2013; the second count was for Sept. 14, 2013 through Sept. 13, 2014; the third count was for Sept. 14, 2013 through Sept. 13, 2014; and the fourth count was for Sept. 14, 2014 through Sept. 13, 2015.



Also indicted was Willie Braxton Scott, 22, of Greenfield, who was charged with one count of unlawful sexual conduct with a minor, a fourth-degree felony; and one count of sexual imposition, a third-degree misdemeanor. According to the indictment, it is alleged that in 2017, Scott “knowingly engaged in sexual conduct” with a 14-year-old, leading to the felony charge.

The misdemeanor charge stems from an incident in which Scott allegedly had sexual contact with another victim (whose age was not mentioned), while allegedly “knowing that the sexual contact was offensive” to the victim.

In another indictment, Richard Owens, 52, of Hillsboro was charged with two counts of operating a motor vehicle while under the influence of alcohol, a fourth-degree felony. According to Owens’ indictment, an incident that occurred “on or about March 3” in which Owens allegedly operated a vehicle under the influence was the fifth such instance in the past 10 years.

The indictment notes that Owens has either been convicted of or pleaded guilty to a similar charge in Chillicothe Municipal Court in 2017 and in Hillsboro Municipal Court in 2009, 2014 and 2015.

Other indictments include:

• Anna Marie Lewis Baker, 27, of London, Ky. was charged with aggravated possession of methamphetamine, a third-degree felony; possession of cocaine, a fifth-degree felony; and a forfeiture specification.

• Raymond Elam, 30, of Dayton was charged with aggravated possession of methamphetamine, a third-degree felony; possession of cocaine, a fifth-degree felony; and a forfeiture specification.

• Sidney M. Merrick, 24, of Hillsboro was charged with one count of tampering with evidence, a third-degree felony, and one count of aggravated possession of methamphetamine, a fifth-degree felony.

• Timothy C. Hiles, 49, of Chillicothe was charged with unauthorized use of a motor vehicle, a fifth-degree felony, and grand theft of a motor vehicle, a fourth-degree felony.

• Nathan Taulbee, 42, of Xenia was charged with aggravated possession of methamphetamine, a second-degree felony.

• James A. Lunsford, 30, of Hillsboro was charged with tampering with evidence, a third-degree felony.

• James L. Dryden, 47, of Fairborn was charged with receiving stolen property, a fourth-degree felony.

• Robert Wayne Gibson, 52, of Hillsboro was charged with receiving stolen property, a fourth-degree felony.

• Robert D. Throckmorton, 29, of Middletown was charged with failure to appear, a fourth-degree felony.

• Joseph O. Williams, 35, of Greenfield was charged with failure to appear, a fourth-degree felony.

• Briton Anderson, 28, of Hillsboro was charged with aggravated possession of methamphetamine, a fifth-degree felony.

• Scott Giffin, 45, of Greenfield was charged with aggravated possession of methamphetamine, a fifth-degree felony.

• Douglas E. Neal, 47, of Hillsboro was charged with aggravated possession of methamphetamine, a fifth-degree felony.

• Dillon T. Schumacher, 24, of Hillsboro was charged with aggravated possession of methamphetamine, a fifth-degree felony.

• Dewey Warman, 25, of Lynchburg was charged with aggravated possession of methamphetamine, a fifth-degree felony.
