The Cupp/Patterson Fair School Funding Plan is on schedule to be enacted before Dec. 31, 2020. It spells out the components of a quality education and puts a price tag on those components. It provides a formula that, when fully-funded, will allow all districts to offer a quality education.

One feature of great interest to school district officials is that vouchers and charters will be funded directly from the state. This change in the flow of funding in no way restricts the expansion of vouchers or any other school choice program. Nor does it reduce the negative effect these programs have on school districts. Separating the funding streams will not increase the total state funding for K-12 education.

The bottom line of this matter is that school district officials should vigorously support the Cupp/Patterson Fair School Funding Plan but should also support the litigation effort to challenge the constitutionality of EdChoice vouchers.
